I have seen foster parents magnify the challenges that the children have in order to access more funding. The story you are reading sounds so very much worse. Some of my kids did indeed come from foster homes that were less than perfect but the best case for kids is with birth family if at all possible. We need to fight poverty, fund more supports for families so they don't end up in foster care or needing to be adopted in the first place.
