If you work with those at risk you might be able to get a kit free from a local organization that works with those in recovery. Where I live there are many non-profit groups that provide them free along with training to those who feel they might have a need for one. Some pharmacies sell them along with providing training on how to use them. It probably depends a lot on where you live and the harm reduction strategies and belief systems around addiction in your community.
